The Jewish Council for Public Affairs (JCPA) reaffirms its strong support for the peace process and expresses the hope that negotiations between Israel and the Arab parties will move forward in the period ahead. Differences between the parties must be resolved through direct, bilateral negotiations based on the Oslo Accords and UN Security Council Resolutions 242 and 338. In recent months, the Palestinians and Arab states have sought to revive UN General Assembly Resolution 181 (the 1947 Partition Plan) — which is no longer relevant, having been superseded long ago — and to convene a conference of the signatories to the Fourth Geneva Convention for the purpose of examining Israeli activities in the administered territories. These actions, which regrettably have been supported by some Western European leaders, can only serve to undermine the peacemaking environment. We welcome statements by senior U.S. government officials and members of Congress opposing such initiatives.
